It's complicated. The person who put up the site is getting paid for every
time his page leads to a compromised account. The compromised accounts
probably do get given back eventually, but that account at least gets used
for spamming, as a mule to move gold around, or even more nasty, sold to
some idiot who paid in advance and then promptly lost the character.

Proceeds for an account selloff can get successfully laundered if you move
fast enough and the gold passes through enough hands that blizzard gives up
(they probably only go through a couple levels of transfers), but that's
another place you can rip someone off - offer to sell someone gold, take
payment, and then fail to deliver. All of these scams take a lot of
throwaway accounts to pull off. *

P.S. Note: I don't know all of this for sure. But I have a lot of
experience over the years tracking and nuking affilliate spammers
and MMFers, and the ways to 'monitize' it are pretty similar. Same
scams, different technology.
