After I read about people levelling by tagging a mob and then have a higher
lvl char killing it I wanted to test it out.
My experience has always been that if a higher lvl char helps you kill
something or is in party with you you get a LOT less XP.
Well that's exactly what I noticed we tried it.
I went with my mage 70 and my girlfriend went with her druid lvl 52. We went
to western plaguelands Hearthglen and tried on some of the lvl 56-57 elites.
We tried in party, out of party... she did like 20% dmg then I finished them
off but none worked, the xp gained was worse than if she killed a normal
lvl 52 mob, we tried even aoe and he healed me but it just wasn't worth the
trouble.
So how do they do it ? The guy that was lvl 70 within 28 hours with his
whole guild helping... they helped him do quests fast or what ?

I know that if you're partied the xp cut is dramatic.

Now, on the other hand, if you're not partied then it is quite
possible to not get the xp cut if you tag it first and the other
person finishes it off should give you the full XP amount. I haven't
researched this in game but whenever I tag something first and someone
agros it (Say a frostbolt crit as my CoA ticks) I get full xp as far
as I remember.

No...it is still less XP as far as I have seen (I have tried this). I
always thought the amount of XP you received = the amount of damage
you do the the mob. I could be wrong, of course, but this seemed to
be the case when I ran around ungrouped with my level 60 friends (I
was 20) and I would tag and they would kill it.

In the case of the guy who was power levelled to 70, here is what (I
think) happened.

Player was ungrouped.
He tagged a mob.
The rest of his guild was grouped as a raid (no XP for them). As soon
as he tagged the mob, they swaremd the mob and killed it. The guy
would get XP.

Because there were so many level 60s (a raids worth - 40 people)
things were destroyed *VERY* quickly. So, this guy who was levelling
could tag a mob and keep on running, tag the next mob, etc. In
essence, he was chain pulling very very quickly. That would level you
pretty fast.

Additionally, I don't think they were looting (more wasted time).

What I don't know is - if a raid group was killing the mobs for him,
and a raid group doesn't EVER get XP (which is true), did all the XP
go to him? I don't know if XP relies on damage dealt or levels or
party members or what. Can anybody clarify/expand?

Raids do get XP (at a reduced rate IIRC).

Nope, most of it was lost.

The one "entity" (which might be a single character, a group or
a raid) that tags a mob is the only one that gets XP. Within
that entity, it is evenly spread (*IF* all members are the same
level), regardless of who did how much damage (since healers do
close to no damage).
Every other player/group/raid that attacks the tagged mob gets
nothing, but decreases the amount of XP the tagger gets.
There seems to be a lower limit of XP, otherwise the
powerlevelling to 70 we're talking about wouldn't have happened.

As an example:

I'm grouped with another player, we attack a mob for 50% of his HP.
A raid finishes the mob off.
Our group gets 50% XP, the raid gets nothing. Our groups XP is
divided based on levels.

I attack a mob for 0.5% of his health.
A raid finishes the mob off.
I get 10% XP, the raid gets nothing.
-> That's the situation we're talking about.
